In June, 2006 he was appointed assistant deputy secretary of provincial party committee, deputy governor of the Shaanxi provincial government, secretary of party group. In January, 2007, he was provincial assistant deputy secretary of the provincial party committee, governor of provincial government and secretary of party group.

He was elected as member of the inspecting discipline committee of the 15th Central Committee of the Communist Party of China, representative and alternate member of the 16th CPC Central Committee, representative and member the 17th Central Committee of CPC, provincial representative of 10th and 11th Party Representative Congress and of the 10th and 11th National People's Congress. He leads comprehensive work of Shaanxi provincial government, and is in charge of the provincial financial and auditing departments.
