Lou Qinjian

Governor

Lou Qinjian, male, Han Nationality, was born in Tongzi in Guizhou Province in December 1956. He began to work in August 1973, and joined the Communist Party of China in August 1975. He holds a Doctor’s Degree in Engineering and is a professor-level senior engineer enjoying the State Council Special Allowance. He was the head of the Industrial Application Department of the 15th Research Institute (North China Institute of Computing Technology) of the Ministry of Electronics Industry, CIMS expert in the national 863 project, director of the 15th Research Institute, general manager and president of Taiji Computer Corporation Limited. He also worked as director of the Informatization Research Center of the Ministry of Electronics Industry, member of the Scientific Technology Committee of the General Reserve Department of PLA, vice president of the Electronic Science Research Institute of the Ministry of Information Industry, and president of the 15th Research Institute. From April, 1999, he began to serve as Vice Minister and the member of the CPC Leadership Group of the Ministry of Information Industry. As of March, 2008, he served as Vice Minister and the member of the CPC Leadership Group of the Ministry of Industry and Information Technology. In August, 2010, he was appointed member of the Standing Committee of the CPC Shaanxi Provincial Committee and Deputy Secretary of the CPC Leadership Group of the Provincial Government. In September, 2010, he was appointed member of the Standing Committee of the CPC Shaanxi Provincial Committee, Vice Governor and Deputy Secretary of the CPC Leadership Group of the Provincial Government. In December, 2012, he was appointed Deputy Secretary of the CPC Shaanxi Provincial Committee, Acting Governor and Secretary of the CPC Leadership Group of the Provincial Government.

He is also deputy to the 16th, 17th and 18th National Congress of the CPC, alternate member of 18th CPC Central Committee, deputy to the 12th Shaanxi Provincial Congress of the CPC and the 11th Shaanxi Provincial People’s Congress.

Responsibilities

Mr. Lou is responsible for the overall affairs of the provincial government. He is particularly in charge of the Finance Department and the Auditing Department.
