“Shaanxi has built sodalities in 13 countries and regions including the US, Australia, Hong Kong and Macao, and established friendship with organizations in 49 countries and regions,” said Bai Huifang, deputy director of the United Front Work Department of Shaanxi Provincial Committee of CPC.

As the “Belt and Road” initiative gains momentum, Shaanxi accelerated its pace of “attracting foreign investment” and “going global”. The province builds on an ever-expanding “circle of friends” by leveraging its cultural advantages, which has enhanced people-to-people exchanges among countries and regions along the Belt and Road

On Nov. 28, the “United Front Expert Think Tank” was introduced at the press conference by Shaanxi authority. Shaanxi has built sodalities in 13 countries and regions and developed friendship with organizations in 49 countries and regions. What’s more, there are 240 thousand Shaanxi natives in Hong Kong, Macao, Taiwan and overseas, over 100 thousand people learning abroad, with 58 thousand returned to China, more than 230 thousand people bound for Taiwan and relatives of Taiwan compatriots living on the mainland, and over 80 thousand returned overseas Chinese and relatives of nationals living abroad.

Bai Huifang believed that these talent forces would not only contribute to Shaanxi’s implementation of the “Belt and Road” initiative, but play a vital role in building a new pattern of all-around opening-up.

The establishment of the United Front Expert Think Tank has tackled the barriers existing in the province and China and beyond. Moreover, Shaanxi has maximized the effective integration of resources to have a better use of “overseas intelligence”.

In addition, colleges and universities in Shaanxi has enhanced cooperation with its 60-plus counterparts from overseas. As a result, Xi’an witnessed an annual arrival of over 1200 students from central Asia for education and training. Founded and launched by Xi’an Jiaotong University, the “Universities Alliance of the New Silk Road” received enthusiastic responses from universities along the Silk Road. The alliance, with a total member of 136 universities from 36 countries and regions in five continents, conducted cooperation in the field of interschool exchanges, talent training, scientific researches and think tank building.

The authorities asserted that they would give full play to “overseas talents” and encourage them to contribute to the development strategies and policy proposals of Shaanxi.
