On September 21, the 2017 Euro-Asia Economic Forum opened in Xi’an. Chinese Vice Premier of the State Council Wang Yang attended the event and delivered a keynote speech.

Speaker Onsari Gharti of the Nepalese Parliament, Speaker Abdul Rauf Ibrahimi of the Lower House of the Afghan Parliament, Vice Chairperson Chen Yuan of the CPPCC National Committee and Honorary Director of the 2017 EAEF Organization Committee and Secretary Lou Qinjian of the CPC Shaanxi Provincial Committee spoke at the event. The event was presided over by Secretary Wang Yongkang of the CPC Xi’an Municipal Committee.

Leaders present the Forum also included Former Vice Chairperson Jiang Zhenghua of the National People’s Congress Standing Committee, Shaanxi Governor Hu Heping, the State Council Vice Secretary Jiang Zelin and those from the Ministry of Agriculture, the Ministry of Commerce, the State Administration for Quality Supervision, Inspection and Quarantine, the State Food and Drug Administration, the Hong Kong and Macao Affairs Office of the State Council, the Development Research Center of the State Council, Export-Import Bank of China, China Development Bank, and other responsible officials from Shaanxi and Xi’an.

As noted by Wang Yang, the “Belt and Road” initiative put forward by Chinese President Xi Jinping stirs up a new chapter for countries from Europe and Asia to learn from each other and carry out win-win cooperation. Euro-Asia Economic Forum serves as a window for China to open up westwards, and also an important platform for China to co-build the “Belt and Road” with Euro-Asia countries. China is willing to give full play of EAEF and promote the Silk Road spirit in deepening understanding, strengthening mutual trust and expanding cooperation with Euro-Asia countries, turning the potential advantages into more fruits of cooperation and enhancing the vitality for regional economic development so as to benefit people concerned.

Wang stressed that it is an important task for China to promote down-to-earth cooperation with Euro-Asia countries by implementing consensuses reached in the 1st Belt and Road Forum for International Cooperation (BRFIC). Various problems hindering cooperation will be addressed by further conducting policy communication, strengthening strategic coordination for development and improving mechanism for policy talks. Efforts on promoting land, sea, air and internet connections will be made to tackle the bottleneck curbing economic cooperation. Channels for economic and trade will be further expanded and related institutional designs for better regional economic cooperation will be made to reach more favorable agreements in facilitating trade activities. China encourages policy-based financial institutions, Silk Road Fund and Asian Infrastructure Investment Bank (AIIB) to give more financial support to regional cooperation projects. China vows to promote people communications by fully launching cultural exchanges and cooperating more to shape a frame where different cultures tolerate each other and people of various countries enjoy mutual understanding and affection.

In his speech, Chen Yuan held that as a mechanism under the framework of Shanghai Cooperation Organization (SCO) for economic cooperation, EAEF, adhering to the philosophy of “openness, cooperation, mutual reference and win-win result”, has forged itself into an influential multilateral cooperation platform of the region by constantly innovating operational modes, expanding fields and enhancing efficiencies in promoting down-to-earth partnerships between countries from Europe and Asia. 2017 EAEF aims to implement the initiatives made in the 1st BRFIC and explore the new approach to co-build the “Belt and Road” with countries from Europe and Asia, which will surely play a constructive role in improving regional cooperation and pushing countries of Europe and Asia to share the benefits of development. Chen hoped the participating countries fully take EAEF as a platform, interconnections focus, international capacity cooperation tool and cultural communication bond to create more converging points for interests and cooperation, maintaining regional stability and prosperity, and shaping a better future for Euro-Asia cooperation.

Lou Qinjian pointed out in his address that the “Belt and Road” provides a wide platform for Euro-Asia countries to deepen cooperation. As the starting place of the ancient Silk Road and the core area for the “Belt and Road”, Shaanxi serves as a geometric center, an important traffic hub, a trade center and a window for open-up in China, shouldering great responsibility for Euro-Asia cooperation. Shaanxi has been maintaining fast economic growth in recent years, and its advantages in special industries, technological innovation and cultural tourism have been further highlighted, paving a solid foundation to deepen economic cooperation with Euro-Asia countries. Shaanxi is willing to strengthen cooperation with Euro-Asia countries in energy resources, equipment manufacturing, electronic information, distinctive modern agriculture, technology and culture, infrastructure, modern logistics and finance, achieving win-win results and mutual prosperity.

Themed on “Co-building the ‘Belt and Road’: connecting development strategies”, 2017 EAEF sets 11 parallel conferences and other matching symposiums for finance, culture, technology, ecology, tourism, agriculture, talent, education, geography, meteorology and SCO local leaders. What is more, it will also hold activities including Xi’an International Investment Trade Conference. 35 conferences in total will be held during the event with more than 1,000 participants, and 3,000 guests will present parallel conferences and matching activities.

After the opening ceremony, Wang Yang also met with Onsari Gharti and Abdul Rauf Ibrahimi.
