The following is the biographical sketch of Liang Gui:

Liang Gui, born in August 1964, is a male ethnic Han from Hefei, Anhui Province. He entered the workforce in July 1984 and joined the Communist Party of China (CPC) in June 1993. He received a full-time postgraduate education and holds the degree of Doctor of Science and the professional title of researcher.

He has served as: Deputy division chief grade cadre, Pudong New Area Planning and Land Authority, Shanghai; deputy director, Policy Research Center, Pudong New Area Party Working Committee; director, Pudong Productivity Center; deputy director, Pudong New Area Economic Relations and Trade Bureau; director of Pudong New Area Science and Technology Bureau, secretary of the Leading Party Members’ Group, and concurrently vice chairman of Pudong New Area Association for Science and Technology; deputy director and director of Torch High Technology Industry Development Center, Ministry of Science and Technology, and concurrently director of Innovation Fund for Technology-based Firms; secretary, Party Working Committee, Yangling Agricultural Hi-tech Industries Demonstration Zone; deputy secretary, CPC Committee of Northwest Agriculture and Forestry University.

His main duties:

Liang Gui, executive vice governor, is responsible for executive work of the provincial government, development and reform, human resources and social security, personnel establishment, finance, supervision, taxation, electric power, transparency of administrative affairs, implementation of the Development Plan for Guanzhong-Tianshui Economic Zone, development of Xixian New Area and Energy and Chemical Industry Base of Northern Shaanxi, and cyclic development of Southern Shaanxi. He is in charge of the following government sectors of Shaanxi Province including Finance Office of the General Office, Food Bureau of Development and Reform Commission, Supervision Department, Civil Service Administration of Human Resources and Social Security Department, Commission Office for Public Sector Reform, Local Taxation Bureau, Bureau of Statistics, Government Offices Administration, and Administration Committee of Xixian New Area. He assists work in finance.
