Shaanxi Province is located in the central area of China, where there are diversified and unique culture, rich resources, favorable industrial basis and strong scientific education strengths. It is an important base of China for scientific and technological education, national defense and military industry and for demonstrating the history and culture of China. With an aim to better implement the strategy of reinforcing Shaanxi Province by talents and promote better and faster economic and social development of Shaanxi from a higher point, Shaanxi Province will publicly invites ¡°Sanqin Scholars¡± distinguished professors and experts home and abroad in line with the demands for implementation of Guanzhong-Tianshui Economic Zone Development Planning and the Implementation Methods of ¡°Sanqin Scholars¡± Program of Shaanxi Province. Details are as follows:

I. Posts

A total of 26 posts of distinguished professors and 28 posts of distinguished experts will be set up in 14 colleges and universities in the province such as the Xi¡¯an Jiaotong University, as well as 24 scientific research institutes, enterprises and institutional units respectively. II. Recruitment conditions

Persons who apply for ¡°Sanqin Scholars¡± must:

1. Abide by the laws of the People¡¯s Republic of China, have good professional ethnics as well as truth-seeking and team spirits, be strict in study of study and be dedicated to the work.

2. Have better academic attainments, usually with doctor¡¯s degree or senior professional title, who have been responsible for national key scientific research projects or key construction projects, have made significant achievements accepted by domestic and overseas markets in terms of scientific research or technical development (first-class prize at provincial or ministerial level or second-class prize of the State or above), or have great influences in their respective discipline, industry or sector.

3. Have strong organization and management ability, be possessed of innovative ideas and strategic thinking on construction of their respective disciplines or work in their respective sectors, and be able to lead the discipline or the industry to catch up with or keep the advanced level home and abroad in terms of leading-edge sectors.

4. Be in good health, usually aged below 50 years old, be capable to be engaged in teaching, scientific research trouble-shooting work in the frontline, and have the ability and level to guide and cultivate high-level research & development team.

5. Be able to work at the applied post for more than nine months each year.

III. Governmental supports

1. Shaanxi Province will offer 100,000 yuan per year to each ¡°Sanqin Scholar¡± in the period when the post of ¡°Sanqin Scholar¡± is set up, and additional 100,000 yuan of allowance for the scientific research team led by them.

2. Units that set up the posts will offer no less than 50,000 yuan of allowance and expenditure each year to the scientific research team led by each ¡°Sanqin Scholar¡±, and will offer no less than 150,000 yuan of scientific research expenditure per year for each ¡°Sanqin Scholar¡± in natural science industry and no less than 50,000 yuan each year for each ¡°Sanqin Scholar¡± in humanity and social science industry. No less than one million yuan of expenditure for post construction will be provided for posts in natural science industry, and no less than 500,000 yuan will be provided for posts in humanity and social science industry in a period of five years. Posts that set up the posts and related departments of the province should give key special supports to ¡°Sanqin Scholars¡± in terms of scientific research conditions, scientific research projects and talent recruitment.

3. ¡°Sanqin Scholars¡± and the team led by them shall enjoy related property rights and earnings for technological achievements developed or transformed in the recruitment period in accordance with provisions in related laws, rules and regulations of the State.
