Recently, the provincial Department of Culture held a work conference on the countryside movie. By summarizing the achievements made last year over the development of movie reform and the play of digital movies in the countryside, the conference concluded with a decision to explore new ideas and take five measures to promote the countryside digital movie development.

Measure I  To fully implementing the target responsibility system of countryside public-welfare movie play at province, municipal and county levels

It is decided to fully establish the target responsibility system of countryside public-welfare movie play at all levels in the province. First is to set the agenda of public-welfare play at each level, work out practical and effective safeguard measures, sign level-based liability letters, and make sure to complete the annual target task; second is to carry out strict assessments and statistics on the agenda of public-welfare play, implement the system of double-signature return receipt bills for both digital and film movies so as to prevent falsification; Third is to work out clear provisions on the time and procedure of offering subsidies for public-welfare play by governments at all levels. The management of target responsibility will help to establish a service-oriented management mode with clear responsibilities, scientific decentralization. The rough management will also be replaced by precision management so as to provide ¡®quality and quantity assured and on-time¡¯ countryside movie play. The responsibility system will strengthen the supervision over the quality and quantity of countryside public-welfare movie play. Municipal cultural administrations are required to carry out spot-checks with at least a quarter of their total movie teams, county cultural administrations are required to check at least two times with their total movie teams. By doing this, responsibilities of management departments at all levels are specified, which will provide a strong guarantee for the normal and stable countryside public-welfare movie play.

Measure II  To fully implement the system of countryside movie financial subsidies at all levels

This year, the provincial government includes the countryside public-welfare movie play project into the ¡®Eight Major Projects¡¯ for the development of people¡¯s living, and the evaluation system of administrative merits at all levels. This is taken and supported much seriously by party committees and governments at all levels. In addition to a subsidy of 100 yuan for each public-welfare play by the central and provincial governments, each city and county (district) will provide another 80-100 yuan for each public-welfare play. Thus, the total subsidy for each public-welfare play will add up to no less than 180 yuan, providing a solid foundation for the stable development of countryside cinemas and movie teams. The provincial Department of Culture takes great efforts to increase funds to build satellite stations of digital programs in digital movie play areas, to provide digital movie service cars for service station in each county, to sponsor for the training of digital movie technologists and projectionists at the county level. The department allocates the largest amount of money this year in the history. The provincial Department of Culture held work deployment mobilization meetings at Weinan and Tongchuan, two new cities for digital movie play. Municipal and county leaders and representatives from departments of development & reform, finance, culture, as well as municipal cinemas and county service stations, all participated in these meetings. Governments of the two cities paid much attention to matter, immediately issued documents, set up leader teams, included the subsidies at both municipal and county levels into the financial budget, and provide newly established digital movie companies and county service stations with preliminary operation funds so as to promote the steady development of all related work.

Measure III  To implement the sunshine project of subsidy funds for public-welfare play

It is decided to implement the sunshine project of subsidy funds for public-welfare play so as to put into practice the party and the government¡¯s livelihood-oriented governance ideology, and to provide rural residents with concrete cultural services. This is another important step in this year to strengthen the countryside movie development. Sunshine project is to keep the public informed of the utilization of subsidies for countryside movie play, prohibit the black case operation, regulate the procedure of money allocation, specify the qualification of using this subsidy, and publish these above information at each municipal cinema and county service station. In addition to meet the requirement of each cinema¡¯s normal operation and stable development, more subsidies will be allocated to grassroots play stations so as to guarantee a fair distribution of the subsidy, and fully promote the incentives of all parties involved in the countryside movie play. It is decided to establish the reporting system at province, municipal and county levels, to publish a supervision and reporting number, to implement the supervision and reporting responsibility, and to accept supervision by media, projectionists and rural residents. There is a need to establish and improve the notice system, to establish a billboard of countryside movie public-welfare play at the center of each village, to publicize policies related to the countryside movie public-welfare play, to publish the reporting number, and to inform the public of the play agenda two days in advance. The main contents to be publicized include: the time, the location, the name and the brief introduction. The aim is to inform in advance to the grassroots of the related information and to protect their right of knowing. Units or persons who make improper use of the subsidies or pay insufficient salaries to projectionists must be punished. For projectionists who provide bad service manners and improper qualities, or get much complaint from the people, it is necessary to get back their equipment, cancel their qualification and replace them with other projectionists.

Measure IV  To take great efforts to improve the capability of dynamic supervision

GPS supervision system has been successfully applied to the country digital movie play in Shaanxi province. The provincial Department of Culture, together with related units, has started to develop a new generation of technical supervision system. That is to realize remote visual management by technical upgrade, and to develop a video-return visual dynamic supervision system. This system is able to provide accurate and complete data and videos of the countryside movie play supervision, which will greatly strengthen the technical means for countryside movie play supervision and promote the capability of dynamic supervision on countryside movie play. It is planned to promote the system in all digital movie play areas in the province this year, so as to provide a strong foundation for the supervision on the countryside digital movie play, and to make the supervision more accurate and efficient.

Measure V  To prepare to make a series of classic digital movies and opera programs

To explore ¡®the second stage¡¯ for a series of opera programs under the National Classic Stage Art Project and traditional & classic opera programs favored by the peasants, to meet with the large demand of digital movie opera programs in rural areas, and to promote the cultural innovation from the program origin, the provincial Department of Cultural will positively carry out the classic project and the digital classic opera programs, so as to realize the popularization of excellent opera programs. The department is preparing to make a series of popular programs such as classic Qinqiang ¡®Judge Bao and the Qin Xiang lian Case¡¯ and ¡®Fifteen Pence¡¯, as well as Meihui opera ¡®The Late Rose¡¯, which is on the top of the National Classic Stage Art Project. All these opera programs are under the classic project or traditional & classic opera programs. Currently, there are altogether five opera programs under this project that have been registered at the National Administration of Film. The first sum of fund is available now and the preparation is right under the wan. Making of these classic opera programs has positive public-welfare and cultural significance, and is the pioneer in this field in China. This project has gained much attention and support from related provincial departments.
